Property owners, professionals and merchants are residents of the Elgin area and number in the hundreds. The EBA represents these property owners, professionals and merchants who individually make a contribution to the community and are of the opinion that collectively they can make a greater contribution.

Members of the EBA are encouraged to become involved in the activities of other community organization.
